Clarence is at the top right and Cleo is right below him.

We said that Clarence has to be seen wearing odd numbered outfits. There are two clowns wearing yellow ribbons and two wearing black ribbons and five wearing red ribbons so we know he has to have a red ribbon. As far as the glasses go, there are four clown with green glasses and two with multi-colored blue-green glasses so that only leaves blue glasses (with three clowns wearing those). And two clowns are wearing white beanies and seven have red beanies so Clarence has to have a red ribbon, blue glasses and a red beanie -- making him letter 'C'.

Cleo hates black and won't be next to, on top of or below a clown with a black ribbon so that only leaves three choices -- 'B', 'C' and 'F'. We already know Clarence is 'C' so that means Cleo is either 'B' or 'F'.

But the last clue tells us that Cleo and Clarence would never pose side-by-side so that means Cleo has to be 'F'.
